how to fix strange problem with debit card (Fidelity)

First-world issue. My Fidelity CMA contactless debit card has the following behavior:

(a) vending machines: contactless works fine
(b) ATMs: sticking it into the slot (chip end first) works fine, cash is dispensed
c) ATMs: waving it near the contactless sensor (a relatively new feature at my local ATMs) causes a PIN and withdrawal amount to be requested, so it is sensing something. Then it fails with a vague "transaction cannot be completed at this time, try again later" type message. (Exactly the same behavior at three ATMs from different banks. But immediately inserting the card at the same ATM allows me to withdraw money.)

Phone agents have no idea, they have never heard of such a problem before. I asked if contactless usage might have a low maximum withdrawal limit set, but they see no such setting. All help appreciated.

Have you tried more than one "contactless" ATM machine? Or had someone use a different card at that same machine and it worked?
What I'm getting at, is maybe it's the ATM machine with the issue, and not necessarily your Fidelity ATM card.

The article you pointed to seems to be regarding using the contactless at point of sell debit purchases rather than ATM. You said that functionality did work for you when you tried it, yes?

Yes (well, vending machines, did not try shops or restaurants); but foreign ATMs may end up being contactless-only also. And anyway, I want all the latest technology, dammit.

It is my experience too, Fidelity debit card (using tap) does not work with ATM machines. My preference is not to carry a physical card but use a card stored in the Apple Pay on my iPhone or watch.
It seems it is also true for other debit cards, contactless access only works with ATM machines of the issuer’s bank.
